
[Kuala Lumpur, 14 June 2025] — Against the backdrop of intensifying global climate governance and accelerating green economic transition, the Global Carbon Neutrality Consortium (GCNC) and Malaysia’s SC Sustainable Sdn. Bhd. Star Century Group officially signed a Memorandum of Understanding (MoU) today in Kuala Lumpur. The two parties will engage in deep collaboration in carbon market development, green finance, and regional cooperation mechanisms, working together to propel ASEAN+ countries toward a high-quality carbon-neutral future.
The MoU was signed by Dr. Zhou Jinfeng, Co-Founder of GCNC, and Mr. Najmi Haji Mohamed, Director of Star Century. The ceremony was witnessed by Dato’ Mohamad Razali Mohamad Rahim, Chairman of Pelaburan MARA Berhad (PMB), who affirmed the alignment of this cooperation with Malaysia’s national MADANI development agenda. He emphasized PMB’s commitment to supporting carbon credit-backed green assets and welcomed deeper collaboration with international platforms—including those from China—in the integration of green and Islamic finance.
GCNC was officially established on 2 August 2024 as an international cooperation platform under China’s national dual-carbon strategy (carbon peaking by 2030 and neutrality by 2060). It was jointly initiated by multiple Chinese institutions specializing in green technologies and standards, including Sinopec Carbon Tech Co., China Biodiversity Conservation and Green Development Foundation (CBCGDF), and the China Association for Standardization. GCNC’s board members and strategic partners include the China Association of Senior Professors, the University of International Business and Economics, and the World Academy of Sustainable Development, . The consortium focuses on eight key areas: technology sharing, precision carbon accounting, international recognition, standards development, low-carbon technology deployment, global cooperation, data collaboration, and sectoral influence.
According to the MoU, GCNC and Star Century will collaborate on the following priority areas:
– Establishing ASEAN+ carbon credit standards and cross-border voluntary carbon trading platforms;
– Joint development of green and blue carbon projects, including forestry, agriculture, mangroves, seagrass, and coral ecosystems;
– Promoting the digitization, financialization, and blockchain-based registry of carbon credits;
– Designing and deploying Islamic green finance products compliant with Shariah principles;
– Applying AI algorithms and satellite remote sensing to enhance MRV (monitoring, reporting, verification) of carbon projects;
– Setting up an “ASEAN+ Carbon Registry” to strengthen institutional coordination and data governance across the region.
Star Century Group is a Malaysia-based sustainability-focused enterprise with strategic backing from PMB. The company specializes in agricultural carbon sinks, Islamic green finance, and the development of carbon neutrality solutions, and is committed to building policy-aligned, internationally recognized green economic models.
To ensure effective coordination, the two parties will establish a Joint Working Committee (JWC), which will convene quarterly in designated cities to oversee implementation progress. The initial cooperation period is three years, with an option for extension based on mutual evaluation.
Furthermore, both sides plan to co-host the “ASEAN–China Carbon Market and Green Finance Summit” (tentative name) in Malaysia in the near future. The event will invite representatives from UN agencies, Chinese carbon exchanges, ASEAN governments, and global green enterprises to explore pathways for low-carbon development, carbon credit interoperability, and climate finance in the Asia-Pacific, and to foster a collaborative and inclusive green future for the region.
